Why is this just
a first step? Please note that this initial commitment from the developed
countries is expected to be more than countered by increased emissions from
others. Atmospheric CO2 levels will double in 2055 instead of 2045. Long term
success depends on getting more countries involved in controlling emissions –
likely to a still lower level relative to 1990.
