One article (“Stelmach’s stand worries oilpatch”, 06/12/05, FP7) indicates Alberta’s Premier-Designate is committed to an unwelcome review of royalty breaks for oil sands development. Another (“Quest for the oilsands Grail”, 06/12/05, FP3) outlines three new techniques for the bitumen production and upgrading.  Missing is the possible use of nuclear energy to produce steam, hydrogen, and oxygen in synergy with other processes. That could free up fossil fuels currently used in oilsands production to earn more royalties. 

A Google search on “Alberta tar oil sand hydrogen oxygen nuclear”, without the quotes, yields two top hit articles which provide more details.
